Returns account as execution at spec loads it.
Foundry’s databases report an account they do not hold as an existing empty account, and forked state cannot tell the two apart because RPC endpoints report a missing account as empty. From Spurious Dragon on an empty account does not exist (EIP-161), so it is loaded as absent; loading it as existing would, for example, refund the EIP-7702 authorization of a fresh authority.
