Returns whether the previous execution at paths submitted anything and left an operation, on any chain, with neither a receipt nor a recorded revert. Without a recovery snapshot, progress saved before snapshots existed is read from the broadcast export. An unreadable snapshot counts as unfinished, as resume would refuse it too; an unreadable export counts as finished.
