Fixes the global TOML and the local TOML selected by FOUNDRY_CONFIG or root/foundry.toml.
Relative FOUNDRY_CONFIG paths are relative to the current working directory, as when loading
configuration. This only parses TOML, so invalid configuration values do not prevent migration.
